The site contains the Grade II listed building, Enterprise House, with a contemporary two storey extension to the side. More recently the extension has been informally used as retail space and a youth gym, although this use has now ceased. Planning History Background The site is a brownfield site, comprising a currently vacant former industrial site associated with the shoe-making industry in Northampton and Grade II Listed Enterprise House. The wider site has been vacant for several years. In detail, the new build apartments comprise a total of 19 x 1 bedroom 2 person, 15 x 2 bedroom 3 person and 31 x 2 bedroom 4 person homes. There are 21 x 3 bedroom 5 person terraced homes. The development does not require any affordable housing or planning obligations. Parking Cycle Storage The larger communal parking area provides spaces for 97 vehicles, 59 of these located within the undercroft parking area on the ground level, underneath the apartment building. The remaining 31 spaces are located within the external area, adjacent to the site access and rear of terraced properties which front Yelvertoft Road. Access is from Bective Road, where a new two-way junction is proposed. There is a smaller communal parking area located to the east of the site, within an undercroft parking area, under the two storey extension attached to the listed building. This provides 7 parking spaces, and would be access via the one-way through site access from Bective Works to Yelvertoft Road. In total, 97 spaces are proposed which would provide 1 space per residential home on the site. The proposed development incorporates provision for 100 cycle spaces. This would be accessed via the undercroft parking area and is conveniently located near to a set of stairs and lift so that users can access the building. Similarly cycle storage is proposed within the undercroft parking area of the extension attached to the listed building. This would provide 12 cycle spaces. Flood Risk Assessment Details The Flood Risk Assessment shows the development supported by the provision of a SuDS scheme ensuring appropriate surface water drainage such as through underground crating. Both the surface water and foul water drain into the public sewer. The FRA concludes that the proposed development would not result in an unacceptable flood risk to occupiers, increase flood risk elsewhere or be detrimental to the existing drainage infrastructure. Community Infrastructure Levy Northampton Borough Council has adopted the Community Infrastructure Levy (CIL), which applies to certain residential and commercial developments.
